Head of Telecommunications

About the role
This a unique opportunity to join the Birmingham 2022 Commonwealth Games as Head of Telecommunications to lead the Technology that will help successful delivery of the Games, where you will be part of the senior technology team reporting directly to the Chief Information Officer (CIO).

You will be responsible for management of the Organisation Committees (OC) communications providers and oversee the planning, scoping, implementation and operation of various technology communications services critical to the successful staging of the Games, including:

  • Fixed and mobile voice and data communications
  • Broadcast communications services
  • Portable mobile radio equipment and services
  • Radio frequency spectrum management and licensing
  • Vendor and Service management
  • Technology rate card

You will be responsible for undertaking the planning, development, implementation, testing and operation of all technology systems and services which are identified as necessary and appropriate to support B2022 and the Games.


Main responsibilities
You will establish and manage outsourced relationships with contractors and delivery partners, including roles and responsibilities, budget, resource and scope management, governance forums and other operational processes and tools.

You will lead the scoping, procurement, selection and contracting of fixed, mobile and radio telecommunications partners and suppliers.

You will proactively manage the governance of B2022’s communications related technical design to ensure that all technical solutions and architectures are:

  • Flexible and adaptable
  • Interoperable

  • Fit for purpose for a short term multi-sport event
  • Reduced demarcation points and interdependences and increase end to end and turnkey solutions to reduce risk
  • Focused on the maximum reuse of existing infrastructure
  • Have a rigorous cost-effective approach to design and implementation
  • Support effective and efficient operations
  • Legacy and sustainability objectives are incorporated into all plans

Manage the ongoing partner, vendor and contractor management to ensure implementation and operational services are provided in accordance with defined obligations and service levels.

You will manage requirements, integration, scope for communications solutions and performance regarding delivery with the providers and internally in conjunction with inputs from other programme areas particularly Venue Technology.


Experience required
You will have significant and sustained years of work experience in the telecommunications field, leading a program of over £5 Million in value or with over 2000 end users.

You should also have experience in procurement and contract or supplier management of telecommunication providers.

Proven experience delivering large projects within telecommunications which have been managed successfully through to completion demonstrating the practical ability.

You will be a leader and motivator who is able to influence people to achieve success, with exceptional communication skills.

Previous experience of large scale events and experience of the difference between temporary and legacy infrastructure is highly desirable.

You will have excellent knowledge of the British telecommunications market, associated legislation and regulatory environment.

You will ideally have an engineering background or in-depth technical knowledge of at least two of the following areas of telecommunications: WAN, LAN, PSTN, Broadcast Telco, Radio Communications systems, Radio spectrum and frequency, VOIP, Mobile phone networks, Wi-Fi or another relevant field.


Industry qualification in project management (PMP, Prince2, etc) or significant years of proven experience in Project Management.

Degree or higher-level qualification, preferably focused in a technical or business field.

ITIL certifications together with relevant operational management experience is desirable.
