About the role

B2022 is looking for an experienced Security Infrastructure Manager, who will be an intrinsic part of the Birmingham 2022 Security Functional Area. They will be responsible for a team who will be key to the procurement and effective delivery of the security systems and infrastructure at all relevant Games Venues, and their subsequent use during the games, and decommissioning. The infrastructure will include various temporary commodities such as security fencing, gates, CCTV systems, lighting, Hostile Vehicle Mitigation etc, all of which are key to a safe and secure games environment.


Responsibilities

  • Deliver an integrated security systems and infrastructure program.
  • Identify and develop the security specifications and requirements for security systems and security infrastructure.
  • Facilitate and lead consultation and negotiation on security mitigation proposals and security overlay requirements to support the integrated delivery of the security systems and infrastructure program.
  • Identify, analyse and respond to project and operational risks to decrease the chance of a risk’s occurrence and/or its impact on the procurement program.
  • Coordinate and assist in the development of policies and standard operating procedures for the program.
  • Develop productive and collaborative working relationships with security and emergency services partners, supporting agencies, and internal FAs to facilitate the integrated delivery of the Security Infrastructure program.
  • Develop, plan and implement strategies that effectively mitigate identified security risks at relevant Birmingham 2022 Commonwealth Games venues.
  • Identify security resource requirements, determine security specifications and lead on the development and finalisation of procurement documentation.
  • Coordinate and manage contract administration and the performance management of suppliers in the delivery of security services and infrastructure to B2022 through the design and implementation of quality management systems and controls.
  • Manage the synchronisation of the activities of Planning and Logistics personnel appointed by the contracted suppliers.
  • Account management with providers including; interface management regarding scope of work development and the implementation and review, contract management, and auditing vendor performance as required.
  • Work closely with West Midlands Police and other Birmingham 2022 Partners in the development of the overarching operational security strategy for the Games

Skills & Experience Required

  • Recognised expertise, credibility, and leadership in Security planning with direct practical experience of large high profile and high threat events.
  • Recognised expertise and experience in Security aspects of event planning and delivery at international level
  • Recognised expertise and knowledge of the British security environment.
  • Demonstrable contract management experience and a track record of ensuring that suppliers deliver on time and within budget
  • Demonstrated experience in procurement and contract management of security services and equipment for large high profile and high threat events
  • Proven experience utilising exceptional interpersonal and communication skills to project manage and resolve issues at a senior level.
  • Direct practical experience of providing technical/operational Security expertise to venues housing and supporting major sports events or equivalent events
  • Proven skills and experience in analysing and acting on potential conflicts of interest in relation to interactions with other security stakeholders and, particularly, in relation to commercial providers and contractors
